release: bump firmware to 0.2.19 

I/II+#F overall -12 transpose mapping; free-mode keeps all fret LEDs green (no LOOP_LIGHT). Carries 0.2.18 free even-beat stop, KEY_ID wind-down, universal outro, and expert local-song continue.
