fix(band): soft-stop on stop key so immediate pick can start
...
Stop key no longer calls AutoBandTop1_Stop (library eats the next Start). Soft mute + tick gate runs on MainTask; cold start skips redundant Stop when already clean.

fix: keep power key alive on hang; refuse play when tone pack missing
...
TMR7 high-prio watchdog and fault-loop emergency cut/reset so soft-off still works if the main loop or AutoBand ISR dies; skip start when preset load fails.
